Under normal circumstances, it’s usually not hard to leave Göteborg City. The trouble for most people is that they certainly won’t let you back in. Exile is used as the most severe punishment of law-breakers. and the authorities reasoned that anyone who would go outside in spite of this, would only cause trouble if they were prevented from leaving peacefully.

But this situation is different, as there are now people who have not only entered without permission, but also successfully managed to wreak havoc on the whole city.

Not the best time to have just undergone a highly illegal transformation.
